The second Test of Chinese as a Foreign Language (TOCFL) in 2025 will take place at Oneworld Hanxin College in Kuala Lumpur on Saturday, April 19, 2025. Online registration for the TOCFL will be open from February 12 to March 16, 2025.
The test is co-organized by the Education Division of Taipei Economic and Cultural Office (TECO) and Oneworld Hanxin College.
Ms. Charlin Chang, the Education Director of TECO, expressed her gratitude to Oneworld Hanxin College for their efforts in organizing the test for the first time at the institution. She emphasized that TOCFL serves as a valuable and standardized assessment tool for evaluating proficiency in Mandarin. This assessment aligns with the Common European Framework of Reference for Languages (CEFR) and the American Council on the Teaching of Foreign Languages (ACTFL) Proficiency Guidelines. She encourages Malaysians currently learning Mandarin, as well as students from public and international schools, to seize the opportunity to demonstrate their Mandarin proficiency through TOCFL.
Moreover, she pointed out that many undergraduate and graduate programs at Taiwanese universities require a TOCFL certificate as part of the admission process or as evidence of an applicant's Chinese language skills. The TOCFL certificate can also be a gateway for applying for a Taiwan Scholarship and gaining bonus points under the new appraisal system for Overseas Chinese and international students looking to make their mark in Taiwan's workforce.
Mr. Tan In Fong, the Managing Director of Oneworld Hanxin College, pointed out that since Oneowrld Hanxin College has been committed to cultivating talents in the Chinese-language media and film industries since establishment. As early as the 1990s, the college established dual-degree partnerships with multiple universities in Taiwan. Over the past two decades, it has continuously sent batches of graduates to further their studies in Taiwan, jointly nurturing numerous professionals in the media and film industries. “Taiwan's rich, diverse, and thriving media and film industries provide fertile ground for Hanxin students to pursue their dreams. There, they not only acquire professional knowledge but also gain a broader international perspective and stronger practical skills.”
The TOCFL is an internationally recognized standard for assessing Chinese proficiency and will offer candidates significant advantages in their future academic and career development. The joint organization of the TOCFL by Oneworld Hanxin College and the Education Division of the Taipei Economic and Cultural Office marks an important milestone. It is hoped that Taiwan’s Ministry of Education will continue to provide more opportunities and incentives for Onewolrd Hanxin College students in their pursuit of higher education.
.
For the 2025 TOCFL in Malaysia, there will be three bands available: Band A, Band B, and Band C. Each band offers both simplified and traditional Mandarin test papers. Candidates who pass the test will be awarded a certificate from the Ministry of Education, Taiwan, which can serve as a credible reference for Chinese Language Proficiency in university applications or job searches. Candidates can register through the online registration form: https://tocfl.edu.tw/OS/ . For group registrations with ten or more individuals, each person will enjoy a 10% discount.
Taiwan Scholarship Offered for Further Studies in Taiwan
In addition, the Education Division encourages Malaysian students to apply for the Taiwan Scholarship to further their studies in Taiwan. There are currently three scholarship programs available: the MOE Taiwan Scholarship, the MOE Huayu Enrichment Scholarship (HES), and the Taiwan International Cooperation and Development Fund (ICDF) Scholarship Program.
